Launch of Ukraine’s First Free Torrent Tracker – Toloka (Hurtom)

The first free Ukrainian torrent tracker, Hurtom, was launched in October 2007 by a Ukrainian developer as toloka.hurtom.com (later toloka.to) using the TorrentPier platform. By October 2010, the site had 100,000 registered users, growing to 1 million by May 2019.

Its legal status remains unclear: de jure, it does not violate Ukrainian copyright laws, as it is volunteer-run, non-profit, and ad-free. Ukrainian-language content is provided freely for educational purposes, and any material flagged via DMCA complaints is promptly removed.
